Nepal: Firm on One China Policy

Puspakamal Dahal (Prachanda)

Chairman, Maoist Party/Former Nepal PM

( Pages from recent history)

China is celebrating its 60th anniversary of the founding of the People’s Republic of China. I, on behalf of the great people of Nepal, our party Unified CPN (Maoist), and on my own congratulate the Chinese People, the Communist Party of China and its leaders for their glorious achievements in all dimensions of the nation. Now China and its people and leaders have remained on great example all over the world.

Nepal and China are neighbors living closely with great friendship, cooperation, understanding and mutual relationship of neighborhood for centuries. China and Nepal have never undergone any tension. More and more friendship, more and more cooperation and more and more understanding are the features of Nepal-China relationship. Even when China was in hard times in its economic developments and was having tension with the imperialist powers, it provided its regular and remarkable support to Nepal. China is in its path of peace and prosperity in spite of threats and conspiracies. We remember how China has overcome obstructions and challenges in its great road of development. ‘An elephant doesn’t care the barks’ is truly applicable to China’s consistent movement. It’s not a joke to feed, educate and develop the lives of more than 1300 million of people, and create the situations to let them live happily with dignity and self-dependence, but China has successfully done it. We appreciate China’s commitment to its people, its neighbors and to the world for peace, prosperity and progress with lots of democratization and socialization.

We are firm and strong in “One China Policy”. We will never let any forces play against our neighbors from our soil. We strongly denounce the violent criminal incidents plotted by the so-called “Tibetan independence” forces in Tibet and “Xinjing Independence” forces in West China. We want to see our neighbor becoming richer and stronger. We are very serious and sensible about the possibility of any penetration of anti-Chinese forces into the Chinese territory from our lands. We are committed to smashing any such forces that hinder the relationship between Nepal and China.

The world has witnessed the tremendous changes that China has made in its economy over the last sixty years after the emancipation of its people from the exploitation of the feudal regime and the domination of the imperial powers. China has shown that the road to socialism is the only way that can bring enormous bliss to the people in some decades. It has fought wars with external and internal forces in order to liberate the people and bring sovereignty of the country which led it to rapid economic development. It has learned from experience in wars in Korea, Vietnam and Laos and in many other territories to free their people from imperial domination. It has significantly cooperated with us in the difficult periods in history that we have taken deeply abreast and we will really pay back when China too requires our cooperation. China has undertaken the policy of non interference in other’s territories and internal affairs. It is resolute in the policy of Panchasheela. China plays roles against hegemony and unilateralism. Its rise as a global power has significantly contributed to the creation of harmonious a world order basically in the questions of peace and security. We salute its great leaders who fought against all dominations and suppressions, and laid the foundation of great, prosperous, peaceful and united China. We remember how the Chinese people struggled and sacrificed their lives when they were fighting both with internal and external enemies. We also remember how the Chinese people under the leadership of the Communist Party of China have worked hard after the success of the revolution in 1949. We know how the party and its leaders prudently led a great nation to today’s height of economic developments. China’s great leader Comrade Mao Zedong has become the source of inspiration for all the revolutionary movements of the world.

We, Nepalese people too fought a ten year’s people’s war against the deep-rooted two and half centuries’ old monarchy and its age-old domination and oppression. The feudal system, which was backed up by the imperialist forces, has been thrown away by the people’s power. Now we are in a peace process. We are in the stage of restructuring the state, restructuring the national army, building a new constitution and bringing the peace process to the logical conclusion.

We have successfully conducted the election for constituent assembly. Our party Unified CPN (Maoist) secured the maximum seats in the constituent assembly. In this capacity, our party formed the Government under my leadership. But the old reactionary elements with their foreign support conspired against us, so that we resigned from the government so as to establish the values of people’s supremacy and leadership. We are facing deep interferences in our politics from  the expansionist and imperialist forces. In the recent years interferences have been broadened from politics to economy, from administration to judiciary and from natural resources to our developmental and projects.

The movement of our struggle has been sharp and crucial. During these unrests, anti- Chinese elements may use our territory in order to launch the anti-Chinese activities. We are very much sensitive to and aware of this situation. We will try hard not to allow it to happen from our land. We believe that China too is very aware of these activities. We know that any interference in Nepalese geopolitical situation is an attempt to offend China’s integration.
