India after the 12-Point agreement took Maoists as the real representatives of the Nepali population and took it for granted that it could discipline the Maoists time permitting. However, when the Nepali Monarchy was ousted in a humiliating and unconstitutional manner, India remained tight lipped. Since then, India could not even domesticate the Maoists as it had thought so but not even the President’s office that had replaced the Monarchy could be institutionalized. In the period after the Madhesh uprising of 2006- which might have political and economic elements in it, save some exceptions, the majority of the corrupt leaders became India’s trustworthy partners.
