Nepal's CA speaker exceeds limits: Advocate Acharya

Telegraph Nepal

Bhimarjun Acharya, Nepal's widely acclaimed advocate and constitutional expert, talking to Sagarmatha Television, today, October 8, 2010, said that the Constituent Assembly Speaker Subash Nembang has more often than not exceeded his constitutional rights in the past which suited him most or to his party.  But, he has refrained from using his prerogatives in untying the deadlock in the Prime Ministerial elections.

Constitutional expert Acharya also said that those CA members who have not attended the CA session ten days in series, the interim constitution and the CA regulations, has the provision to dismiss their membership.

"Tax payer's money is being misutilised", said Acharya adding that the CA body has itself become an industry to encourage conflict.

According to Acharya, some 90 billion rupees has so far been gulped by the CA body in the name of writing new constitution.

  • I have heard Dr Acharya onTV many atimes but has never commented on Speaker not allowing discussion on a point raised by the Maoist after resignation of Prachanda.Does Dr acharya mean the speaker failed in his duties?Does he mean he was influenced by his party and parties with vested interest?

  • Great and appreciative thought of Dr.Acharya for which he must be thanked.Indeed, great and beautiful Himalayan country has been captive of vicious circle of unconstitutionality.

  • Thanks Mr. Acharya for pointing this out to the public. As a veteran lawyer, can you go to the court on this ? Can you file a write to dismiss these members and can you ask them to return the tax payers money ? Else, dont just speak.... just shut up.. supporting ( in silence )begetting a crime is also a crime, right ?
