My party UML doesn't shield criminals in Nepal

TQ1: What are the UML CC agenda? Because the CC is meeting for the second time upon the conclusion of the UML ninth general convention.

Mr. Pokhrel: Our party's CC was scheduled for August 10, 2014, however, since it was the Gai Jatra festival day and thus the CC could not meet as per the schedule instead it met after two days later. This meet is not an emergency of sorts, it is just a usual meet. This is a regular meet and thus we have been talking on the agenda which were to be brought for discussion after the convention. ( The meet has ended: ED).

TQ2: Are there any chances for arriving at any new decisions if any?

Mr. Pokhrel: Several agenda shall be there which the meet will act upon accordingly after having adequate debate and discussions. But what sorts of decisions shall be taken, one will have to wait until the meets comes to an end.

TQ3: We presume that at time of the ninth convention, the UML have had panels and thus may be some remnants of differences have remained? How such irritants will be handled? What say you?

Mr. Pokhrel: I think it was a democratic exercise and thus I hope that no such differences may have remained and even if it is there then those will eventually vanish. I don't think that this is an issue that demands greater attention.

TQ4: Presently your UML party under Khadga Prasad Oli has begun demanding the acceptance of the seven point agreement that had been arrived at time of the incumbent government formation. Tell us frankly as to what this means in real sense?

Mr. Pokhrel: Yes! That is very much clear as there had been such seven point agreement between the NC and the UML prior to the formation of this government. We firmly believe and remain determined that this agreement must be honored. What is the use of the agreements if not honored later? What had been agreed upon between the two parties perhaps all know it better? We just wish that the agreements be honored both in letter and spirit.

TQ5: Do you mean that the post of the President and Vice President be freshly endorsed by the parliament? Is this you want to hint?

Mr. Pokhrel: Yes ! That is true. We had agreed that the President and the Vice President shall have to face the parliament endorsement. Moreover, the issue of amending the constitution too remains in the said seven point agreement.

TQ6: But the NC claims that such an endorsement was accomplished when the parliament gave its approval during the presentation of the national budget?

Mr. Pokhrel: Interpretation could be many. But interpretation alone does not work at times. Prime Minister Koirala has signed the said seven point agreement. He should now act on its implementation. No one can refrain from one's duties after inking the agreement.  Such acts do not set good precedence. This is what our party wants to say.

TQ7: So you want the endorsement of the President and VP? You will not budge from this firm stance then?

Mr. Pokhrel: Not only that. We have agreed on a variety of issues. All these must be brought into implementation. Only explanations will not do justice. If so then one can interpret in his own way. One is free to understand his or her lines and that will not set a good example.

TQ8: Will the UML quit the government of the agreements are not honored by the Nepali Congress?

Mr. Pokhrel: We have not thought on those lines as you have asked. We just have been saying that the agreements be brought to its execution.

TQ8: When coalition partners come face to face then will not the constitution writing task be hampered?

Mr. Pokhrel: Well, the CA body in its own manner has been active in the task of constitution drafting process. Various committees of the CA body have been doing their assigned tasks. We have also a committee to resolve the contentious issues where there is debate. May be this committee is also doing its job honestly. The CA will do its job and hopefully the constitution will be on time. The constitution writing process should go unhampered even our conflicts should not disturb the drafting process.

TQ9: Looking at the existing situation, one fails to understand as to how will the constitution be drafted on time?

Mr. Pokhrel: Yes! We have the space to doubt. One is free to doubt. But as I stated earlier, CA committees are pretty busy in the drafting of the National Charter. The CA is active and thus the constitution should be on time and it will. Our party is ready to act in a responsible manner.

TQ10: You too have been busy in various jobs of committees and the government is also not acting as per the aspirations of the people. It is being alleged?

Mr. Pokhrel: Definitely, the government's performances are not that satisfactory. But mind it that it has no alternative as such for the moment.

TQ11: Of late the UML CA members created furor over the killing of Dinesh Adhikari aka Chari. Is it that the UML is protecting the criminals?

Mr. Pokhrel: Yes some UML members have raised this voice, however, those were not in favor of saving the criminals. No national should embrace extra-judicial killings is what was the real concern. The government must not be allowed to kill nationals in an illegal manner. When saying so we do not mean that criminals be saved or for that matter awarded with protection. And more over, we do not shield the criminals. .
