Her Master’s Voice

N. P. Upadhyaya

Kathmandu: The Nepalese politicians more often than not speak His Master’s Voice. This has timidly become a habit now which begins from the day Nepal got rid from the RANA Oligarchy. The process is in full speed even as of today. Nothing to be ashamed of! Bear with this disrespect.

This does mean that they speak what they have been told to speak.

Obedient servants as the Nepali leaders are.

But who tells them so and wherefrom such instructions come to them?

Very freshly Nepal’s two prominent ladies made sensational statements on two different topics of national import that perplexed the national population in that both the lexis as it did come from two official quarters but having differing political adherence were definitely aimed at disturbing the very brains of some political party/parties.

Whether these two buffoonery/witty ladies, that they are, spoke on their own or were told to speak so yet remains a mystery which logically demand debate of a sort.

However, intelligent brains here conclude that since these two female ministers in the incumbent cabinet tentatively speak “ others’ voice” and thus it would be befitting to presume that those expressions must have come from alien lands which got ventilated through these two ladies who have been enjoying ministerial posts not by virtue of their own political acumen or say competence but both were the heir apparent of two widely acclaimed Nepali nationals whose “continued” blessing they enjoy unfortunately.

While the first lady is the widow of the Communist veteran, late Madan Bhandari and who “unfortunately” is being talked to represent the Indian lobby in the current cabinet and thus whatever she speaks must be the instructions coming all along from New Delhi-the lobby which she represents through the kind courtesy of yet another UML leader, K.P. Oli.

Oli needs no further introduction as he is talked to be bit lesser than what Surya Bahadur Thapa means to New Delhi as far as Nepali politics is concerned.

Oli got free Indian Kidney transplantation in New Delhi.

Perhaps this should explain the rest.

So what she spoke in essence that has been hitting the media headlines every day since three weeks or so?

She almost exploded dynamite very close to the Maoists head Quarters whose tremor is still being felt in the party of the ex-rebels.

Mrs. Bhandari since two weeks or so has gone crazy as would be evident from her some what puzzling remarks that she has been making against the Nepal Maoists.

She point blank says that “Maoist militias can’t and shouldn’t be integrated into the mainstream Nepal Army”.

Fine! But why? She has the answer to it.

More puzzling is her claim that nowhere in the Comprehensive Peace Agreement it has been mentioned that the Maoists militias would be integrated into the Nepal Army.

However, the fact is that the Interim Constitution has such a provision duly incorporated in the constitution now in force.

Her blunt denial for integration not only irritated and annoyed the Maoists but also shook the very shaky foundations of India elevated Mr. Nepal Government to the extent that the Nepal Army-the main stakeholder-too got embarrassed which compelled the institution to clarify its stance over what the defense minister said and it said “not to drag the army into politics unnecessarily”. But isn’t the Nepal Army speaking political languages these days?

The lady defense minister remains undeterred.

She opines that whatever she said was her final official version and that she will not settle for less than what she has already ventilated to the media.

Now the question arises as to whose brain is Mrs. Bhandari speaking?

What is more than a mere conjecture that a similar statement was made by Indian Army Chief, Deepak Kapoor, some time back in New Delhi.

It is mind boggling, if one were to recall, that Mrs. Bhandari has begun speaking against Maoist militia integration into the mainstream army only after the Indian military man ventilated his inner views.

For the sake of convenience, let’s presume that General Kapoor made his views public only when he was told to do so by his “local masters” in South Block or say North Block.

Unfortunately, the Indian government later told through the issuance of a statement that what Kapoor aired was not the official stance of the Indian government.

Poor Kapoor! Yes! Poor Kapoor since then is being chased by the Nepal Maoists. Back home, the lady minister Bhandari has been freshly dubbed as the Indian agent for having spoken on Kapoor’s structured political lines as regards the militia integration.

Maoists have reasons to suspect Mrs. Bhandari’s political credentials and affiliation.

Question thus could be raised as to why the lady minister is making utterances that may ultimately aggravate the situation in the domestic front whose spill over effect could also be heavily felt in the immediate neighborhood.

More over, analysts remain bemused as to how come and why the lady minister is dead against the Maoists?

Nevertheless, Mrs. Bhandari is not a new strong critique of the Maoists. She knows them well and vice versa.

Prachanda knew this widow’s husband. “Madan was a strong nationalist and thus killed”, is how Prachanda said of late Bhandari only the other day.

But why is she attacking the Maoists under one or the other pretext on a regular basis and why her statements match with those of the Indian army man-Kapoor? More so of the Indian establishment?

Is it that the Maoists have found the best word to describe the Madhav Nepal Government as a “puppet” one which is a remote controlled one? Is the lady minister a real puppet of the alien force in the South?

And then who is controlling the words of the lady minister?

Perhaps the same aliens who provided shelter to the Nepal Maoists in the initial days and now have developed hatred against the former rebels. Prachanda himself beamingly claimed that he resided in NOIDA, New Delhi for more than eight years during the people’s war days. Who was behind Prachanda also becomes pretty clear.

The reasons are evident which have come to the open since December 22, 2009.

Maoist’s India bashing continues since that very day.

It is altogether a different matter whether the Maoists mean it or they have made the India bashing a ploy to bounce back to power? Time will tell.

As the past experiences have it, the Maoists will be the ultimate loser.

Let’s presume for the sake of convenience that madam minister is speaking “Her master’s Voice”, as the Maoists claim it.

Now let’s take up the case of the next buffoonery lady minister Sujata Koirala.

Sujata-the eye-ball of Girija Prasad Koirala, the declared destructive politician of this unfortunate country, too has been making similar statements that have been annoying several political parties and some high flying stalwarts of her own party for her sudden demand for a “plebiscite” as regards the adoption of a federal model for this country, which according to this woman politico, would feel the pulse beat of the nation whether they were ready for federal structure or not. Idea is not bad but isn’t it too late?

What has gone wrong with Sujata-basically a German national- for her erratic remarks as regards the adoption of federal system in Nepal for the Constituent Assembly has already decided that after the new constitution comes into force, the nation-state will have federal system of governance.

However, Sujata is making utterances that go against the verdict of the CA body. Is she ignoring the CA body’s legal authority or at best she has now the feeling that such a federal division may invite vertical and horizontal split of the nation-state and thus sensing this likelihood she may have come against the notion of the federal division.

How come then she developed love and honor for a nation that is not hers as she is in possession of a German citizenship certificate and passport? This is mysterious.

However, we have some clues as to why she changed the stance primarily taken by her own destructive father-Senior Koirala.

High placed sources have it that it was not the love for Nepal but the sudden change seen in him as regards the federal model is basically the alien instructions provided to her by her “foreign masters”, near and far.

Understandably, the countries which will have to bear the impact after Nepal is divided into several federal units must have told her to “cry foul” against the would-be system of governance that Nepal is to adopt shortly provided the new Charter gets drafted on time.

Naturally, the Maoists and the Madhesi parties have not taken Sujata’s fresh utterances against the federal model in good taste.

However, the latter has some reasons not to criticize Sujata’s fresh stance on federalism. Intelligent brains could have already understood as to which force on earth could have been guiding both.

Those who understand Sujata better say that Sujata is just a parrot and she could only speak a parrot’s voice.

“GOPI! NO TO FEDERAL KAHO, is the instruction made to her through wireless and she is thus speaking “her master’s voice”.

Having said all these, one remarkable point remains yet to be revealed.

Both the ladies, Bidya and Sujata, have been airing their views while the former King of Nepal was in New Delhi.

The former King though has returned home, however, the ladies continue to talk on the same lines as they had been speaking since a month or so.

Both appear not to budge an inch from their newly acquired posture.

By the way, the Indian establishment in many more ways than one has already indicated that Nepal Maoists must not be integrated into the mainstream Nepal Army.

This could not be a mere conjecture by any means.

That’s all for this week.
