Nepal: Spine-tingling Statement

Kathmandu: Prime Minister Madhav Kumar Nepal perhaps have had no inkling that he would be taken to task and that too so cruelly in front of the international observers, and diplomats by his own party’s long time colleague Bam Dev Gautam.

Had he knew in advance that he awaited derisive criticisms prior to leaving home; he would have preferred to sleep at his Baluatar residence and skipped the Seminar that he attended, fortunately or even unfortunately.

The UML leader Mr. Gautam in a slanted and at times in a direct manner apparently washed Nepal PM many a times during the course of his fiery speech- but with a mild tone- without the use of any detergent powder or whatsoever.

Albeit, Gautam’s verbal acrimonious words were sufficient enough to “exasperate” Prime Minister Nepal that when enough had been really enough, PM Nepal told the organizer, Nischal Pandey, to tell Gautam to cut his blistering speech short.

Pandey, the director of the Center for South Asian Studies CSAS- obliged. Gautam thus winded up his fiery lecture under pressure or he would have gone too far much to the embarrassment of the organizers, including the German Foundation, and to the attending Kathmandu’s noted academicians and foreign policy experts.
The moment Mr. Gautam took the mike and began speaking, October 21, 2009, at a Center for South Asian Studies, CSAS, organized seminar on “Nepal’s National Interest: Policies and Recommendation”, Nepal PM became uncomfortable for he apparently guessed in advance that he would be fairly condemned by his own party long time associate, Gautam.
The seminar was organized in close cooperation with the Konrad Adenauer Foundation, KAF, in Kathmandu, last Wednesday, October 21, 2009.
Gautam talked and touched upon each and every corner of Nepalese politics and dwelt at length about the likelihood of the emergence of a chaotic situation that awaited the country in a few months time if, he said, the constitution was not “drafted on time”.

The easy manner with which Mr. Gautam illustrated the would-be panicky situation-extempore- was backed by logic and thus demanded the urgent attention of the leaders of the major political parties who, according to Gautam, were in a mood to “corner” the Nepal Maoists from the mainstream politics.

“Be it known to all…any steps taken to sideline the Maoists by any quarters may invite disaster of Himalayan dimension, never witnessed in the recent memory, for the cornered Maoists’ have their presence in each and every districts and villages of the country and thus the scale of the impending war that they will surely wage can’t even be thought of”, Gautam notified.

Gautam’s judgment had been that without the active participation of the Maoists, neither the constitution could be drafted on time and even if it got drafted, can never be promulgated as both acts necessarily demand their-the Maoists-endorsement.

Needless to say, Gautam had no nice words for either PM Nepal or for his government ministers.

“Some ministers in the current cabinet have begun talking on the lines that contain the germ of yet another violent conflict and thus I urge the Prime Minister who is from my own party to block the utterances coming as it does from the cabinet quarters as these expressions go against the letter and spirit of the Comprehensive Peace Agreement signed with the Maoists some time back in the past”, Gautam warned and the PM was listening.

The PM’s face became pale which, this pen pusher saw clearly. But PM digested this bitter pill.

Definitely, Gautam was directing the barrel of the guns towards Mrs. Bidya Devi Bhandari-the defense minister-who of late has become sharp critique of the Maoists and says that the fresh recruitments in the Nepal Army can’t be halted simply because there has been an agreement.

There are ministers in the current cabinet who have been telling the people that they will not allow the integration of the two armies, added Mr. Gautam.

“If so...this would bring the catastrophe even more closer”, Gautam warned in an authoritative manner.

Gautam was bit concerned over the delay seen in the draft of the new constitution. He had some logic while exhibiting his concern.

According to him, if the Constitution could not be drafted by 28 May, 2010, the incumbent constitutional bodies of the State will instantly become defunct, redundant, null and void and thus illegitimate …neither the PM nor the post of the President will in that eventuality remain active…what will be with us then…the Nepal Army, the Administration and the Police force and with the “active support” of these two security agencies plus the Administration, the now sidelined King can easily stage a comeback”. This is for sure, Gautam emphatically said.

“The King’s come back in that eventuality can’t be ruled out”, Gautam warned.

This warning may have sent spine chilling waves in the vertebral columns of the attending Seminar participants and more so to the German diplomats, and beyond as well, who had been present there in numbers. The particpants, frankly speaking, had not expected that Gautam would go this much far.

The KAF is a German Foundation whose high level officials from New Delhi bureau too were listening to Mr. Gautam’s high voltage remarks. Someone was translating Gautam’s lecture in German language in a corner of the hall. Earphone could be seen being used by the Germans present there.

Mr. Gautam’s later came heavily down against the Southern neighbor.

“Unfortunately, all anti-Nepali activities are being conducted from outside the border exploiting Nepal’s existing fragile political situation”, is how Bamdev expressed his anger towards the South.

Dwelling on national issues, Bamdev said that “preservation of national integrity and sovereignty were and should be of prime interests for Nepal, however, the drafting of a new constitution and carrying the peace process to its logical end too were no less important at this juncture”.

He spoke few words about Tibet. Look how he expresses his highest concern for Tibet.

“Free Tibet movement is being carried out right from the Nepalese soil…Nepal is the easiest venue for those who want to destabilize Tibet”.

He then quoted the Chinese envoy’s recent utterances wherein the latter repeatedly has spoken of the Chinese assistance to be extended in safeguarding Nepal’s territorial integrity and sovereignty, if approached.

Gautam says such expressions have meaning…not may have come off the cuff simply for a sort of propaganda warfare.  

“It must have meaning underneath which we must understand”, Gautam endorsed the Chinese concern over Nepal being expressed by the North of late.

He then directed his guns towards the Prime Minister who was listening to his blistering remarks being made against him though in an oblique manner.

“There is no alternative to arrive at a consensus without having a prejudiced view if the nation were to be saved”, Gautam said adding that “why there has been continued repression and aggression from the Indian side and the PM remains silent”?

“Why is this border dispute and land encroachment by the other side”? Gautam questioned and suggested the PM to sort it out at the earliest.

He advised the PM to “talk straight to the Indian authorities”.

He later talked sense and said that “let’s become sensitive to our neighbor’s interests as well”, however, if Nepal’s prime interests clashed with neighbor’s interests then in that eventuality, we must remain adamant, Gautam says, on securing our national interests which should be a part of our prime duty.

Thus Bam Dev Gautam took to task his own party colleague, October 21, 2009. Mr. Gautam is often taken as two-third Maoist by his own party colleagues but he rebukes such allegations.

Telegraph Adds: Since 21 October 2009 coming down as of today, the politics has further deteriorated. For the Maoists, the President’s issue has become a secondary one. Primary for them is now the outright resignation of the Prime Minister himself.

Hopefully, the PM will not resign under pressure.

The NC and the UML have very freshly said that they will not bow down to Maoists’ terms come what may. Sujata the other day declared that “anything could untoward happen any time now in Nepal”. The Maoists have stepped up their tirade and action against the Government. It could become a violent one time permitting. The House remains disrupted. Budget is yet to get approved from the House. Financial crunch has already gripped the nation. Development works and activities all have come to a grinding halt. Kathmandu based diplomats have become restive more so the donor community.

Chinese President, Hu Jin Tao suggested the Maoists, October 16, 2009, to join hands with the nationalists and proceed ahead. This has abundant meaning underneath. Is it a million dollar suggestion from the Chinese quarters? Keep on guessing.

All these put together forces one to conclude that something wrong of the Himalayan dimension is soon to grip this nascent republican order.
The Maoists have already announced the program of their fresh stir beginning November 1, 2009. 

Bamdev, let’s presume, must not have ventilated his feeling in that chaotic manner for nothing. He knows something more perhaps than what the analysts here understand.

The sidelined King, this December, is meeting Sonia Gandhi in New Delhi.

Dangerous days ahead, it is being given to understand by those who championed the Republican order initially.

Bam Dev cannot do anything else but blow sushine up maoists -this is because this person is the mot corrupt politician ever and the maoists can easily expose him and probably have videotape of him in compromising position.

GREAT GAUTAM, at least you spoke the truth . germs of civil war are trying to get more virulent than antibiotics available and who will suffer -innocent people . makune was fed briyani from hyaderabad and is still chewing so has no words to make . Ram chandre and Oli going mad ,and we know pranchand. .......
