Nepal Charter draft ready, dissenting voice surface

The constitution drafting committee of the Constituent Assembly has finally presented the first unified draft of the new constitution in constituent assembly meeting.

The draft which has been endorsed by the full CA meet will now be made public.

Addressing the CA meeting, June 30, 2015 KP Sitaula while presenting the draft before the CA meeting claimed that it was indeed a moment to cherish because the constituent assembly has been successful to perform its duties.

He also claimed that the preliminary draft as it incorporates differing views of parties represented in the constituent assembly.

Having said that, CA members of Madhesi origin representing various Tarai based parties as a mark of protest had torn the draft.

They said that a constitution without clear provision for the federal order was not acceptable to them.

Earlier, Chairman Kamal Thapa of Rastriya Prajatantra Party-Nepal addressing the Constituent Assembly meeting had demanded referendum to settle ‘contentious issues’.

He said that republican, federal and secular orders were still disputed and that these issues need to be settled by holding a referendum.

A day earlier, the four parties, Nepali Congress, United Marxist Leninist, Unified Maoists and Madhesi Janaadhikar Forum-Loktantrik were engaged in a bitter dispute which led to postponement of CA meeting.

The Unified Maoists Party had rejected to endorse the draft.

The Unified Maoists party leaders had argued that some of the points in the unified draft were incorporated against past agreements signed between the parties by the drafting committee.

The 128 pages long draft presented at the CA consists of 27 chapters, 297 articles and 7 schedules.

The next CA meeting has been summoned for July 2, 2015.
