Whereas wrangling over the ministry of home affairs between Nepali Congress and United Marxist Leninist comes as a major setback to promulgate the constitution, Chairman Pushpa Kamal of Unified Maoists claims that his party, on the other hand, will be entirely focused on promulgating the constitution within a year time.
“The two parties are engaged in a fierce battle over a ministry. This episode has come as an early warning for completing the constitution being drafted within a year,” said Dahal while addressing a program held at the party headquarters in Kathmandu, February 13, 2014.
The program was organized to commemorate the 19th anniversary of the so-called Peoples’ War launched by Pushpa Kamal Dahal led Maoist party. Though the war was fought by idolizing Chairman Mao Zedong from China, it turned out later that the war wherein thousands of innocent lives were sacrificed was carried out as per the Indian designs-the Gandhian way.
Commenting on the composition of the newly elected constituent assembly, Dahal said, it gives us the impression that the present Constituent Assembly is similar to the then Rastriya Panchayat (National Council during the three decades long Panchayati Raj).
“The attire of the newly elected CA members, their working style and their attitude does give us the impression that we have bounced back to the Panchayati era.”
“We are faced with major challenges ahead of us as the present CA is similar to Rastriya Panchayat and amid several obstacles we have to promulgate the constitution of the federal democratic republic of Nepal.”

The deputy commander of the erstwhile Peoples’ Liberation Army Nanda Kishor Pun ‘Pasang’ said at the program that his party will re-grab arms if the present CA fails to draft the constitution.
