Eleven federal states likely, three party whim ignore Nepal people

Nepal’s failed jocular political actors representing three largest political parties respectively Unified Maoists, Nepali Congress and United Marxist Leninist Parties, if reports are to be believed, are nearing a deal to form 11 federal states with the federal capital at Chitwan.

The three parties and Madhesi Alliance held several rounds of discussion at the Constituent Assembly premises on Friday May 11, 2012.

As per reports, Unified Democratic Madhesi Alliance has rejected the proposal.

The parties as per their informal agreement remained undecided over the names and demarcation of states however, came to the conclusion that the right to choose the names should be awarded to the state assembly.

According to the three parties, the first meet of the state assemblies on their own will choose the name of their respective states.

Chairman Jhalanath of UML informed media that the proposal for 11 states had been forwarded at the meeting and thus the parties discussed on various modalities for ensuring multi-ethnicity as the basis of federalism.

“We are slowly but certainly resolving our disputes. But, we are yet to reach a deal”, informed Jhalanath. Is he talking of a deal a la 12 point?

He also informed that the three parties will again sit for another round of discussion with the Madhesi Alliance on Saturday. Perhaps State lunch will be served today.

“The Madhesi Alliance has suggested naming of the states right now”, said Ramesh Lekhak of Nepali Congress. We have agreed for creating 11 states and it is up to the Maoists to convince the Madhesi Alliance”, he added.

We exhibited our flexibility for 11 states yet we will not accept ethnic federalism”, said Arjunnar Singh K.C.

According to Bhim Rawal of UML having WikiLeaks fame , there will be four states in the Tarai plains whereas seven in the hilly region.

State 1: East of Koshi River, Tarai region of Sunsai, Morang and Jhapa

State 2: West of Koshi River, Tarai region of Saptari and Parsa

State 3: Kathmandu Valley (presently in Bagmati Zone) & Chitwan and Makwanpur districts (presently in Narayani Zone)

State 4: Tarai plains of Nawalparasi District up to Bardiya

State 5: Districts of Kailali and Kanchanpur and hilly region of Far Western Districts (State of Seti-Mahakali)

Other states shall be based on ethnicity such as Limbuwan, Khumbuwan, Tamsaling and Magarat.
