TGQ1: You Mr. Prime Minister very freshly told that country’s ‘key’ were not in your own possession? What is the key episode all about?
PM Bhattarai: The manner the Nepali media distorted the news as regards the Key event is, what I call it, complete misinformation. Such wrong disseminations in no way benefit the country. The thoughts that has cropped amongst ourselves as regards the sensitive issues as that of Nepali nationalism by taking it in a very light and flimsy manner is in itself an unfortunate matter. When the history which is in record has already proved my positive nationalistic credentials and more over I am a personality who has ever remained committed towards Nepali nationalism thus I do not feel it necessary that someone should award me with the nationalist certificate. I don’t need such a certificate from any one. I understand that I am always committed towards nationalism. Yet my primary contention is that Nepal as a nation-state which has a special geo-strategic location in between two giants must develop our balanced relations with both of our neighbors. Unless we do so and bring those into practice, we can’t preserve our national sovereignty. I have always been raising these two issues. Moreover, in this 21st century, no nation can preserve its national sovereignty and independence unless the country is economically developed and sound. I am confident that these two issues which I have been raising time and again were the correct ones because these have been based on scientific facts. I firmly believe that time permitting history will prove my assertions to be correct. I am confident on my affirmation. That’s why I am not in a panicked state over the allegations that have been labeled upon me. Why to panic?
TGQ2: People talk much about your relations with India? Why it would have been so Honorable Prime Minister?
PM Bhattarai: There is nothing to open up from my, what I call, open life that is there for everybody to observe. If I am being blamed for having my education by being in India then mind it that most of the communist parties of Nepal have taken their birth in the Indian territories, more so in Kolkatta. The Nepali Congress had already made India their home away from home. To recall, even King Tribhuwan too fled to India and took shelter there. If such personalities hurl allegations against me then they are talking the absurd. There is no base on those flimsy allegations. Even I do not think that I should go on contradicting those baseless allegations simply because they have come from people who possess no political standing as such. I am the one who has served for the people and the nation and made several sacrifices in the name of the nation and the people. There is no need even to go against their fabricated allegation because those deserve no attention at all.
TGQ3: What could have been the prime reason in writing a letter to the Indian regime while the people’s war was in its mid way and the allegations are also that it was written by not informing your own party colleagues? What are the facts then Mr. Prime Minister?
PM Bhattarai: The event called a secret one and having been disclosed by Professor S. D. Muni is nothing more than what could be taken as some sort of Jackal-howling. In the year 2058, when the Nepal Army was mobilized inside Nepal, it was around this very time, we have had drafted a letter to be sent to the UN, US, India and China which contained the then Nepali situation of Nepal and the letter had mentioned in its draft that in essence, ‘we the Nepal Maoists fighting the people’s war were the ones who were the real forces fighting for a genuine democracy or say republican order for the country’. It was more or less like an introductory letter which had been prepared then. It was again this time around that our party had announced the formation of a people’s liberation army and joint People’s revolutionary Council through the declaration of which we had also announced of the existence of a parallel government. We had prepared and drafted the letter in the capacity of the operators of this parallel State. And mind it that it was this very letter which recognized our parallel state authority. It was a party decision and had been informed to all in advance and more so, some media too had been informed of this move of the party. This is an open secret but now is being distorted by some regressive forces and some who were with us in the recent past who too have been toeing the same line and associate themselves with those regressive forces then what could be more an unfortunate affair than this? It is really unfortunate.
TGQ4: What say you of the differing opinions as regards the signing of the BIPPA treaty with India by your own party man who is also the nation’s Foreign Minister at the same time? Also tell us as to why the extended plenum could not make a decisive argument that the Mohan Baidya panel must not have left the party for good. What say you?
PM Bhattarai: Opinions do differ in a huge party like ours that it is. Signing of the BIPPA deal with India was all the more necessary and urgent in order to make success to the party’s expanded functioning procedures. It had no alternative and more so this deal with India was signed as per the decisions taken by the party itself. I think for those it could be a matter that encouraged debates to those who just look at the trees only inside the forest. I take it that way as regards the differences on matters of BIPPA deal. This deal was signed as per the expanded working procedures of the party in order also to enhance the economic stamina of the nation by allowing foreign investments to enter into the country. This was some sort of strategy to solidify the national economy. This also proves our commitment towards the preservation of our nationalism. That’s why the differing opinion forwarded by a single party friend must not be taken in an otherwise manner.
Well, The party which has kept open the doors of People’s democracy (Janbad), I think they should have fought by being right inside the party. They could have waged an inner party struggle but not said good bye to the party. They must not splitted the party but they did it. It was quite unusual that our former colleagues lost their patience which was not a correct stance they took. I think, time permitting the splinter friends will understand the gravity of the split and, I hope, they will once again come to the unity efforts.
TGQ5: It is being talked that the ideological lobby which you head inside the party is becoming weaker? Does this mean that you have failed in handling of the organizational matters?
PM Bhattarai: No! It is totally false and incorrect assessment. Communist parties are always guided and remain committed to certain structured ideologies. Ideologies for the parties could be taken as the life and soul as life is for the body. It is in the periphery of this, only the party organization could be built. A party sans ideologies is nothing more than a sack of hay (Bhoos). At a time when the entire party has become like a solidified entity, the existence of ideology remains absent. An ideological group is what takes a shape as and when ideas get floated. It is constructed and gets deconstructed as per the dictates of ideas or for that matter the ideologies. It is a dynamic process. It never remains in a static state. It is not even a permanent feature. Our ideas have worked which had been constructed in the past which also proved to be of importance to the party and now it has got dismantled. If need be then in the days ahead such ideas will come into existence once again and thus take it as a regular process or phenomenon. This is what I presume.
