Nepal: PM ignored our sensitivities and signed accord with India

TGQ: How have you been observing the unfolding country’s politics? Who is at fault for this entire political anomaly?

Netrabikram: The prevailing transitional period has itself been the victim of various conspiracies and cheats. We just wanted to institutionalize the prevalence of a new state system, due rights be made available to the common population, the country received independence in its real sense after the transformation of the state with the end of the transitional period.  But what is being observed today is the emergence of corrupt practices never seen in the past even and there is the likelihood that the nation-state may once again embrace the parliamentary system of democracy.  If the nationalists and the revolutionaries do not register their protests then the country may even go back to the good old political days.

Primarily, the responsibility of empowering the people went into the hands of the top leaders of some major parties. It got centralized. Had they proved their mettle, they could have bagged credit; however, if they fail then they must take up the responsibilities of their failures.

Understandably, Sushil Koirala of the Nepali Congress, Khanal of the UML, Pushpa Kamal Dahal of the Nepal Maoists Party, Nepal PM Bhattarai and Bijaya Kumar Gacchedar must shoulder the responsibility of their failures as they were at the top of Nepali politics. The reason of the slide of today is due to these leaders.

TGQ2: You blame Babu Ram Bhattarai now whom you preferred for the Nepal PM post while you all met at Dhobighat.  So why is the protest against Bhattarai now? Also tell us do you now mean to say that Dr. Babu Ram Bhattarai has already transformed himself in to a reactionary?

Netrabikram: The Dhobighat meet was primarily convened in order to get the country out from the then existing political mess and provide the country with a forward looking outlet. But that effort went to the dogs. It is not that we caused this debacle instead it was due to the cheat played by Babu Ram Bhattarai himself against the Dhobighat terms and conditions. The promises he had made to us all while being in the Dhobighat meet, he himself not only ignored those promises made but poisoned us all by bulldozing the agreed upon promises. We had with a common voice agreed on bringing a people’s oriented constitution, for the transformation of the state which could benefit the people, in order to preserve the Nepali sovereignty and independence at the Dhobighat conclave.  But Bhattarai could not stick to his own agreed upon terms and conditions of the meet. Instead he began taking anti-people decisions which is what caused immense damage to the Dhobighat agreed upon agenda and thus the Dhobighat alliance saw its collapse. It had to be dissolved. Even after the dissolution, we made our views clear to all. The expectations and the aspirations that we have had in our minds while making an alliance at Dhobighat could not yield positive results. Babu Ram in many more ways than one became the prime actor backed by some nefarious elements. Thus he was registered as the hero leader of some wrong elements.

As regards to your tagged question it is a straight NO! Let’s not haste in the selection of the words. The steps which have been taken up by Nepal Prime Minister Bhattarai were not in the overall interests of the common men. It is just against the people. It is also against the country.  The agreements that he made with the Indian government, for example, BIPPA, agreement on water resources, including mega projects and the manner he has ignored the sensitivity of the country in an insensitive manner is what have pained us. Moreover, his nonchalant activities notably exhibited while drafting the constitution and the way he managed the surrender of the Maoists Army, and also of the submission of the weapons possessed by the Maoists army were, in summary, all people cheating and anti-national conducts. The decisions that he took upon assumption of the Prime Ministerial post all have been registered as anti-people and the country both. This is how we have summed up his performances.

TGQ3: Tell us whether people like you-the hardliner panel led by Mohan Baidya, can adjust well inside the party or not?

Netrabikram: I must say that the panel in which we have camped ourselves possesses the capability to transform the nation.  We have a strong leadership which adheres to and remains committed to the revolutionary line of thought. Our panel is able to carry the lives of the citizens of the country towards a better and bright future. We have that ability. But for that upcoming struggle, we have nothing as such to make decisions in haste. There is no reason to remain in an excited state. Those who cheat the people, their own party cadres, the party which they serve, the plans and the ideologies of the party they were engaged into and deviate from the structured policies of the party never bag success in any sort of movement. History is the witness wherein it has already been recorded that those engaged in the Nepal Communist movement who abandoned the people’s aspirations, those who could not stick to their own party policies and those who have cheated their own forwarded agenda, those party leaders and the parties have ultimately been defeated. Our panel in the party is at the moment engaged in carrying forward a definite and result oriented program and have been fighting for the preservation of the ideals to which we adhere to. Our panel will ultimately emerge with flying colors in Nepal. There should be no doubt about that among the population.  Nor there is any reason to doubt.

TGQ4: Given the circumstances in your party, can you the men belonging to the other panel of the same party live together with Chairman Dahal and Babu Ram Bhattarai?

Netrabikram:  One must not take a drastic decision under the spell of an instant whim. The struggle continues and new ideas emerge. At one point it is likely that we can meet after condensed analysis. What we have already observed is that Comrade Prachanda and Bhattarai have deviated from the real ideologies and the thematic content of the party and thus what we conclude is that now they no more remain in a position to steer the party in a revolutionary manner. They are not in that position. Since the leadership has miserably failed and thus the management panel must think of the entire affair in a serious way. If the top control can’t become serious over the emerging situation then the party as a whole must ponder over the matter. All that we mean is to provide continuity to the revolution. This is our line of thought.

TGQ5: Things are not moving as per your preferences simply because you have entered into this system not by bagging victory in the People’s War your party waged. It was just an agreement. Thus sit becomes necessary that you all practice parliamentary system of democracy. Is not it that?

Netrabikram: We would have remained content with had the things moved as per the documented agreement. An agreement tentatively means partnership. But where is the partnership as per the agreement? It is simply missing. The agreement has not been brought into its real implementation.

Instead what has happened is total “submission”. Acts followed later which tantamount to the acquiescence of the entire revolutionary forces. How it be called as an agreement? It is nothing but an act of a total submissive compliance. Had the agreement proceeded as per our wishes then that could have been taken as an accord.  Then that could also have been taken as joint works with proper partnership. The Maoists party structure was unilaterally made to submit.  An act of Maoists dissolution was conducted. The agreement doesn’t speak of the keep on hold or even keep in place the old State structure. This was not in the agreement, if one were to recall. This went against the very spirit of the agreed upon concurrence. Instead it appeared like an affair that if you could not win a war then bring in the opponents in the negotiating table and later swallow. It was just this theory which came into practice.
