Coordinator, NCP ( Maoists), Nepal
TGQ1: A Joint struggle committee has been just formed with your party’s participation as well which had declared that a new movement will commence soon led by this joint Front. So how about the progress of the said movement as of now?
Matrika Yadav: Let’s recall the People’s war led by the Maoists party and the movements of 2005-6 which soon was followed by a Madhesi movement were all meant to realize the party’s objectives which, among others, were to honor the aspirations of the martyrs and of the people to which all accepted then. Accordingly, the election to the Constituent Assembly was conducted in Nepal. But soon after the CA elections, conspiracies were hatched after the elections. The parties and its leaders kept themselves engaged in plundering the nation instead for making the constitution for the people. This was also associated with the Nepali leaders serving the grand interests of the foreign powers. Even there was seen a sort of competition in following the foreign powers. In all, the CA body became like a place to plunder the nation and a hall wherein the carriers of foreign agenda dominated the scene. The people could not become sovereign even with the advent of the interim constitution. Those who had entered into the CA hall for mere two years looted the nation for all along four years or so. All agreed in the loot of the nation. The nation witnessed Darfur APC scam and many more of the likes of corruption too were observed while making transfers, promotion and political appointments. Observing this trend, the people could not feel the change and began talking that whosoever comes is the same of the past. The party which initiated the people’s war too was not less different.
Now when the new Front has come into existence, the people have begun feeling that some people still were different and thus are feeling encouraged. This Front is warning the men inside the CA body and creating awareness among the people. We also have been warning all and sundry and pressing them all to draft a Charter that is completely in people’s favor. Though we have had Constitution(s) even in 1947, 1950, 1960-61 and 1990 also. We drafted the constitution many a times in the past but those could not become people’s constitution. At best the common men were loaded with duties only while the ruling elite equipped themselves with power and rights. To abolish such a trend we commenced the people’s war and very freshly we are engaged through the Front to warn the ruling elites in the power corridors.
TGQ2: Have the ruling elites listened to your Front’s voice or it remains ignored completely? And how has been the people’s support for your new Front?
Matrika Yadav: Yes! The people’s support is an encouraging one as of now. Yet the lay men have a question in their minds. They quite often ask, “All the previous leaders cheated us and were thugs…what is the guarantee that you the people will not again deceive us all?” They even openly say to us that “you are crying only because you were denied the power booty? This is a great challenge to us which we are confronting now because it demands that we act and convince the innocent mass through our practical actions and behaviors. But yet we organized a press conference, March 23, 2011, wherein we declared for a fresh movement, the people have taken it in a very positive manner and we have felt that the people appear encouraged with our fresh avowal. But this encouragement among the people remains thus only in quantity which needs to be transformed into quality. This transformation definitely consumes time. Yet I must admit that the people have supported us but that is associated with some sort of suspicion.
TGQ3: It is widely believed that the CA body is also a structure of the capitalist system which you perhaps know better yet why you could not raise these issues some four years back that such a CA body will not draft a constitution that is in people’s favor? Why you missed this opportunity then?
Matrika Yadav: Yes! Certainly you have raised a correct question indeed. This fact, the Nepali leaders perhaps could not get on time. I was in prison while the Chunwang meet was being commenced and still in jail when the party had its second national convention. When I was freed from the prison, since then I have begun raising these issues at each and every party meet. The leaders had been talking after the Chunwang meet that first they will uproot the monarchy and capture the State staging a fierce revolt. Later it was proved that all were fake utterances. All cheat. It was just to keep the Nepali evolutionaries in illusion and nothing more than that. Babu Ram and Prachanada ji had even pleaded that they will enter into this system of governance for which they were making appeals to both domestic and international reactionary forces. They had even promised. We had been of the view that in such a fashion, a revolt could not be materialized instead that would be a counter revolution and even warned my own party leaders that the people eventually may pounce upon us.
To tell you frankly, the Madhesh movement was primarily against the Maoists party which later turned into a movement against the Pahadiya rulers.
Even the self declared researchers, analyst and secret agencies’ funded political analysts had not guessed that the Maoists party will secure so many seats at time of the CA elections. But the people awarded comfortable mandate to the Maoists party. But, mind it, the people’s mandate was for the revolution. This demanded a government formed by the revolutionaries. Nowhere in the world has a revolutionary government been formed through the conduct of elections. Definitely such a government comes into existence through a revolt.
Look what Vladimir Ilyich Lenin did. When he observed that the CA body has no majority of the revolutionaries, he then dissolved the body itself. But our leadership does talk of revolution only in words instead its behavior the party leadership became a submissive one. Yet some leaders and revolutionaries thought that they will not be cheated by their own central command. They were in illusion. But I was not in any sort of delusion. The gist of my contention was that the one which led the revolution too will eventually lead the counter-revolution. This was the intent of my observation.
TGQ4: Don’t you think that the mess right began with the signing of the 12 point New Delhi agreement? You have not bagged victory but instead entered into this system after ejaculating from your revolutionary stances and objectives? Wasn’t it that so?
Matrika Yadav: The mystery for us was that we could later understand that the central leadership had agreed to be a part of this system by keeping other leaders and revolutionaries in dark. They talked of waging a revolt and carried us all to this point-stage. Just take the Army integration issue. It was talked that the Maoists militias would be deployed in the forest security, posted as industrial security men. The insult was there.
In the beginning our leadership told us that for overthrowing the monarchy they will now join hands with the parliamentary parties. Up to this stage, it, the theory, was not that bad. But internally the central leadership had agreed to enter into a reactionary system of governance. Definitely the people including party men like me were cheated in this regard. Now the people have understood this ploy. Now the people fully understand that to secure rights for themselves one has to jump into a struggle. The consciousness has gone up. Moreover what has already been historically proved is that the reactionary governments do not last long when there is the people’s revolt. Even as of today, the power hangs around the class dominated by the feudal, capitalists and reactionaries. Until the regime doesn’t come under the command of the common men, the revolution will continue. Now the need is for the formation of a real party housed by the revolutionaries. For that, a new party must come into existence. A joint Front may come into prevalence. Even its own militia will be formed and must be formed. Then there will be a real movement. The next revolution is for sure.
TGQ5: What if the Constitution is not drafted on time? Will you in that case opt for a fresh revolt and lead such an uprising? By the way, will you make unity efforts with Mohan Baidya panel? What say you?
Matrika Yadav: Yes! Definitely in that case it will invite a revolt. And I assure you that such a revolt would commence instantly after they fail to draft the new Charter.
Mentally we are prepared to wage such an insurrection and also to take the leading role.
As regards the unity efforts with Mohan Baidya panel, we don’t think that it is possible for the moment. We have formed a Front indeed and will work together and time permitting such a close connection will allow us both to understand each other better. Why should the revolutionaries with common goals remain in different camps? They must he together. What petty interests we have in our minds? Neither we demand the post of party Chairman nor do we long for any lucrative post. That’s all.
