TGQ1: Why all of a sudden the Central Committee meet of the Nepal Maoists party got postponed? Had this postponement your panel’s consensus as well?
Chand: Mainly it so happened because of paucity of time. Chairman was about to leave for the US too see UN Secretary General ban Ki-moon and the Nepal PM Babu Ram was scheduled for attending the SAARC Summit to be held in the Maldives. It could just be a conjecture that both Prachanda and Bhattarai whose leaving the country was prescheduled and thus there was lack of time for the CA to discuss the matters in details. That is why, we decided in consensus that ten days be allowed more for the CA meet to resume its proceedings.
Yes! It was our proposal. We decided to postpone the CC meet in order to encourage the CC members to speak in a free and frank manner because the problems and the issues we are confronting at the moment demanded such an extension which will certainly facilitate each and every member of the party to speak their inner minds.
TGQ2: Can we presume than the CC meet was postponed for the implementation of the ten point demands which had been forwarded by Comrade Mohan Baidya in his note of dissent? Also tell us as to what if the CA meet does not approve those ten point demands as pushed by Mohan Baidya?
Chand: Definitely, this meet is to discuss and debate over those ten points as you very rightly stated in your question. The debate and discussion on this issue has already begun in earnest. We presume that both Chairman Dahal and Babu Ram Bhattarai will forward their own feelings as regards those ten points. After they put their personal stances on those ten points then the meet will take up the issue seriously.
No! It would be not like that.
We are confident in that there is nothing to differ with those ten points as it were the same points which the party’s CC and the extended plenum had already approved in the past. Looking at the party’s decisions and the policies adopted, we are more than hopeful that the CC meet will approve those ten points once again. We are hopeful and confident too.
TGQ3: Don’t you think that your panel doesn’t enjoy majority in the party’s CC? For instance, if your proposal gets defeated in the party’s CC meet as you don’t have the majority with you and also what if the CC disapproved your proposals? Is there any probability of the party’s split?
Chand: Well the demands that we have forwarded were all the decisions and commitments made by the party some time back itself. What Comrade Prachanda and Dr. Babu Ram Bhattarai has done in the recent days, for us we believe that they did so only to disregard the previous party’s decisions to which we take it as a blunder committed by these two supreme leaders. Our proposal is just to remind or tell them that whatever they took was a wrong decision. The essence of our ten point proposal is this. Morally, the party’s CC is associated with our ten point demand which is what I think.
As regards to your tagged question, the ongoing debate is not associated with the physical split of the party. The debate instead is concerned with the party’s policies, plans and decisions. I think, the main concern of the party leaders is to make the leadership to abide by the already agreed upon decisions.
TGQ4: It is widely believed that decisions are never brought into effect instead what the Chairman decides becomes always final in your party. Isn’t it that? Why it is that Mohan Baidya always remains in a minority and the Chairman does it all whatever he prefers for the party? Why it is so?
Chand: No! It has not been like that. Let’s presume that this ten point issue will be sorted out by the upcoming Central Committee meet.
Yes! To a greater extent it is a fact. Most of the time it has been like that what you have said. But it so happens like that at times. Some who take decisions at times boast that they made such a daring decision. It is nothing but taking pleasures for self consumption. In politics it does happen sometime.
TGQ5: So this does mean that the Chairman has not so far accepted the previous party’s CC meet decision? Do you think that will they take back their decisions or it will be made invalid? Tell us whether the party can penalize the party Chairman?
Chand: Yes! The chairman has so far not accepted party’s previous CC decisions. Had he accepted then why for this hullaballoo?
If you take wrong decisions then that will have a great negative impact upon the people. It does harm to the party also. If it is so then you have to take back the fresh decisions. Those decisions must be made null and void.
No! It is not a question of awarding penal actions to someone. Taking penal actions is not a great thing as such. In my assumption, the CC meet will settle the matter and declare that the Chairman decision was wrong.
